Highlights:

• Different from the existing methods [16–20,31-37], we propose an improved time-delay interval segmentation method with two adjustable parameters ρ and σ.

• Based on the proposed method, a more general LKF with relaxed conditions is con- structed. Specically, the term V6(xt), containing the adjustable variable δq(t), is newly introduced, which can fully capture of the information of time delays.

• By solving a set of LMIs, the desired stochastic feedback controllers with random variables ν1(t) and ν2(t) are designed for UTSFSs.
