Exploring the collective actions of public servants in e-government development

The importance of e-government has been widely recognized. However, the roles of public servants on e-government development have not yet been convincingly demonstrated. The main purpose of this paper is to explore the collective actions in the development of e-government in terms of public servants' information literacy. Drawing on a case study of Kaohsiung City, Taiwan, both the motivational and structural dimensions of collective actions are examined. Based on evidence from the case, this study proposes nine possible collective action problems and their effects that influence cooperative behaviors of public servants. The implications and future research directions are also discussed.
