• The problem of Decentralized Data Access Control (DDAC) is fundamental for consortium blockchains.
• We developed a framework to protect data sovereignty by DDAC rule specifications.
• The framework adapts to any consortium blockchain system with a UTXO or world state data model.
• We implemented this framework on top of Hyperledger Fabric as a reference.
• Experimental results, as well as a real-world case study, showed the practicality of the cost-based strategy and the framework.
